Incline Pines’ season of change

A new board and a new management company will guide the community into a new era

The Incline Pines Homeowners Association Board of Directors on Thursday held what is almost certainly the shortest special meeting in the 50-year history of the community.

With only two candidates running for the two open seats on the Board, The three incumbent Board members seated the two new Board members by acclamation. Gene Sluss (Unit 19) and Susan Schwerd (Unit 28) were welcomed as new officers of the Board in a meeting that lasted all of two minutes.

Next came the regular Board meeting, which lasted a bit longer and produced some significant announcements.

Incline Property Management moves on

After serving Incline Pines for decades, Incline Property Management chose to terminate its relationship with the community based on a lack of available staff after our longtime community manager, Janet Krautstrunk, took a job closer to her home in Truckee.

Which brings us to Vojko Lapanja, a championship skier from Slovenia (formerly part of Yugoslavia) who left his country during the civil war in 1991 and settled in Incline Village. He raised his daughter Lila on the slopes of Diamond Peak and she, too, now races competitively.

Vojko (VOY-ko) started managing HOAs some years ago through his company called Swiss Time Management. When we asked him why a Slovenian man who is obviously not Swiss chose the name, Vojko told us “Swiss Time” evokes an image of precision. Perfect. That’s exactly what we’re looking for.

We’ll be moving from monthly to quarterly meetings and all will be held in-person at the Incline Village library. Homeowners may participate remotely through Microsoft Teams. Details to come.

Incline Pines will begin transitioning from IPM to Swiss Time in November. Our bank accounts will remain with CIT/First Citizens Bank– but each homeowner will have to set up a new ACH account through the Swiss Time portal if they want to continue making electronic payments.

Wrong-way driver

The HOA has received an increasing number of complaints concerning wrong-way drivers. It’s annoying and dangerous– but the wrong-way drivers aren’t entirely at fault. Google Maps, in some cases, directs travelers UP our driveway from Cristina Dr.

Here’s hoping a new 18″ x 24″ DOT-style reflective “Wrong Way” sign will let drivers coming off of Cristina know that it’s not just a suggestion, and we will have video evidence of transgressions (see below).

New cameras

Last year the HOA installed a solar-powered 4G LTE camera at the dumpsters as a test to see if a remote camera could survive a Sierra winter. You can see from the picture below that even the record snowfall from last season couldn’t shut it down.

Unlawful/improper dumping

In July, with the help of the Washoe County Sheriff’s Dept., the HOA identified a pickup truck involved in unlawful/improper dumping registered to a business in Rocklin. The owner of the truck and the company settled with the HOA for nearly $700, which paid for the dumpster cam and two additional cameras.

The Incline Pines HOA now has three high-definition cameras; at the entrance, at the dumpsters, and at the exit.

The three cameras are not routinely monitored– we rely on reports from homeowners of odd/suspicious behavior. All five board members have access to the recordings.

Here comes the snow

We believe the new cameras will also help us monitor snowfall and snow removal this coming winter. We’ve contracted with a new snow removal company, Capstone, which will keep equipment on our property for a faster response. Capstone has proposed a new snow removal protocol involving multiple crews which we hope will be faster and more efficient.
